I checked Dell XPS 13 9370 with Ubuntu 18.04.2 and xkb-data 2.23.1-1ubuntu1.18.04.1. It also needs to apply https://github.com/systemd/systemd/commit/8cc9fefe2e3e0b0d2c235e8b26abc82c4106c5f6 to systemd or the airplane mode will always be enabled when keeping pressing WiFi hotkey.
