Public bug reported:

Inevitably the mouse cursor will become fixated on screen at the
position it was when the screen was unlocked. When I switch TTY and come
back the lock screen will change and I'll be able to move the fixed
mouse cursor to a new location. Only fix is to restart the computer and
the bug is guaranteed to recur. I am able to move the active cursor
around the screen but there is a persistent one that I am unable to
interact with.
