[Test Case]
1) Enable the bionic-proposed repository, and install the xf86-input-wacom 
package

2) Restart and see if the Wacom touchscreen works correctly. Also check
/var/log/Xorg.0.log to see if Wacom touchscreen using libinput driver
instead wacom driver.

[Regression Potential]
Low, the package  xf86-input-wacom - 1:0.36.1-0ubuntu2  is already in Eoan and 
Disco.
