using 'nomodeset' disables the intel gpu completely, so vulkan not working is the least of your problems ;)
you could try installing newer mainline kernels from kernel.ubuntu.com/~kernel-ppa/mainline/ maybe start from v5.4-rc and if it doesn't work, try drm-tip.
