Same problem. I use laptop PC, Intel(R) Core(TM) i7-7700K CPU @ 4.20GHz, GPU 
GeForce GTX 1080 * 2.
DISTRIB_DESCRIPTION="Ubuntu 18.04.3 LTS".
Linux kernel version is  "Linux anomalydetect 4.15.0-66-generic".

I tried "cpupower" that controls CPU clock frequency.

# cpupower frequency-set -u clock_freq

I tried the above with "clock_freq" set to "3GHz". (My CPU default max
frequency is "4.5GHz")

Then, "cpupower" was able to keep CPU temperature lowly without slowing down in 
my application!!
What do you think about this solution?
