That's the wrong driver which is why it can't install. xserver-xorg-video-intel is for Ubuntu 18.04 running Xorg 1.19.6. You need xserver-xorg-video-intel-hwe-18.04 to match your Ubuntu 18.04.2 running Xorg 1.20.4.
That said, we recommend neither because the built-in modesetting driver that comes with all versions of Xorg (and that you are already using) will provide higher performance and greater compatibility for Intel GPUs.
