That's the wrong driver which is why it can't install.

xserver-xorg-video-intel is for Ubuntu 18.04 running Xorg 1.19.6. You
need xserver-xorg-video-intel-hwe-18.04 to match your Ubuntu 18.04.2
running Xorg 1.20.4.

That said, we recommend neither because the built-in modesetting driver
that comes with all versions of Xorg (and that you are already using)
will provide higher performance and greater compatibility for Intel
GPUs.

If you want better graphics performance then please try Ubuntu 19.10
instead where the most dramatic performance improvements are included in
the latest Mutter and Gnome Shell release.
