The patch is from current upstream version, and it just flips the default in the code.
Modifying 70-wacom.conf locally wouldn't be a permanent solution, as a package update would overwrite it. But flipping the default by the user via a snippet in /etc/X11/xorg.conf.d is still possible. Also, a quick googling suggests that touchegg is the preferred choice for the other desktops to use touchscreen gestures.
