I understand the frustration. Windows has the annoying habit of resetting your settings too after a major/"cumulative" update. Going from Unity to GNOME probably made it harder for Ubuntu devs to transfer all the personalization settings.

I'm pretty sure I disabled that sound years ago, probably even before I - even upgraded to 16.04. I fucking hate it. + even upgraded to 16.04. I don't want to be forced to re-configure everything. If I turned off a certain kind of system sounds, I expect this configuration to be kept after I upgrade to a newer release.
