It sounds like the affected apps are using Xwayland and so are not able to support different scales for different monitors (because X11/Xorg can't). This isn't a bug in itself but should go away when apps all use native Wayland. To try that for Chrome, please go to chrome://flags/#ozone-platform-hint and set it to Wayland.
