This sounds like a bandwidth management issue, which I know Linux doesn't do as well as Windows (on Intel graphics either).
Firstly you seem to have the wrong (old) kernel still installed. It should be version 5.19 so please try fixing that with: sudo apt install linux-generic or sudo apt install linux-generic-hwe-22.04 and reboot.
