Hello I don't know if anyone still interested in this bug, but aparently
the xrandr changes NTSC to PAL correctly, you just need to execute:

xrandr --output "TV1" --set "mode" "PAL".

(change 'TV1' for your xrandr device name)

VERY IMPORTANT the " "

I hope this help someone, I've been searching this solution for ages.
