I cannot really give much additional information, because I have no idea what could cause this problem.
1. I just plugged my wacom tablet into my computer :) 2.+3. Back in Jaunty and previous Ubuntu releases I was able to configure the tablet via the command xsetwacom. But the command "xsetwacom list" which should display known devices and parameters returns no output.
