This problem still appears in Ubuntu 9.10 with NVIDIA drivers 195.30 and 190.53
When I set Visual Effects from Appearance Preferences to "None". Videos plays just fine and there are no artifacts. If I choose any Visual Effects, Videos starts tearing and there are flickering lines in the picture. (You can't take a screenshot, because if you pause the video, the picture is crystal clear.)
