The login screen is something like a user of the system, but I don't
know which it is. So if we knew this user, it should be possible to set
the display resolution for this user.

I have the same problem and had it with each and every version of
Ubuntu. My preferred resolution is 1152x864 at 75Hz. The login screen
comes with 1600x1200 at 75Hz (in theory my CRT could do this, but
practically it won't sync, so I must change the resolution somehow).

A too high resolution or frequency can cause damages on display
hardware!
