Resolved insofar as I simply downgraded and pretended Karmic never happened.
Besides, there wasn't a bug here, this was a packaging misnomer. Not sure if this is resolved for X11 in Lucid. The "solution" in Lucid seems to be to have the Xorg kbd_drv.so package REMOVED COMPLETELY. And its replacement evdev_drv.so turned out to be not so ultra reliable. It's not just coupled to the kernel evdev driver. When udev/devicekit/dbus are down, so is X11 evdev and keyboard functions. Try switching to a console then! onBoard sucks. There are a lot of possible failure points here, guys. And why does Xorg have an AllowEmptyInput option at all? (And yes I've run into that on Lucid-beta; with new hardware. Not enough courage to upgrade yet, because there is an udev update lingering...)
