I was able to find a copy of xserver-xorg-input-kbd_1.4.0-1_powerpc.deb on a Debian mirror server. I installed the .deb with dpkg, booted into recovery mode to generate an xorg.conf, edited the xorg.conf as suggested above, rebooted and still do not have a working keyboard. I tried a live CD of Lucid prior to upgrading and the keyboard worked fine. Maybe there is something boinked in the distribution upgrade.
