I confirm this extraordinarily irritating bug.  This occurs on laptops
that have a separate vertical scroll pad to the right of the touch pad.
The pad works with an x coordinate around 8100 whereas the rightmost
edge of the touchpad itself occurs around a y value of 6000 on most
Gateway laptops.

I suspect this may be related to an upstream issue: the synaptics
SpecialScrollAreaRight option was removed for some reason from the xorg
synaptics driver.
