I have the same problem. I installed 10.04 32 bit today. xorg.conf is the default. I didn't changed anything. This is a default installation. I attached the lspci -vnn output. I use HP 6715b notebook. I tried to use s-video output with a 4 pin s-video cable. I booted Windows XP and I tried the tv-out with the same cable and the picture is in color on the TV so it is absolutelly not a cable or any other kind of hardware issue.
