Finally I installed Ubuntu 9.10. Karmic strangely, doesn't give me those white disturbing lines and after installing the FGLRX driver through "Hardware drivers" I can at least enable compiz effects, however they don't work in accordance with the card's performance anyway.
So sadly, I feel the 10.04 version as a STEP BACK comparing to 9.10. What could cause this difference?
