I found the problem.  VGA Arbiter:  /dev/vga_arbiter.

is where I found the problem description at.  What I ended up doing is
using the 2.6.31.13-karmic kernel from the mainline ppa archive.  This
is not a real good solution as it give me errors when it loads, and it
loads funny.

I had to pull out one card and set everything up so that it worked.  I
then put in the second card and ran:

aticonfig --initial --heads=2 --adapter=all

Then set everything up using amdcccle.
