Exactly the same happens to me in a Samsung R480 notebook, with a
Synaptics touchpad.  The multitouch capabilities are present, because in
windows 7 (dual boot) works fine.

Notable things:

1.- The problem does solve when running one finger flat, as was mentioned.
2.- Multitouch capabilities do not work by default, I have to run an (attached) 
script at startup in order to make multitouch work. I also have them greyed out 
in mouse options.
3.- The problem appears at random, at times it starts ok and the touchpad works 
and sometimes it presents the bug.
4.- The problem disappears when resuming. 

Hope this help. My ubuntu version is Lucid.
