This happens to me as well.  I use the dvorak and US layout.  Also, when
doing '<Ctrl>+ command', it only does it in the system default keyboard
layout.  For example, in the US layout, the letter C is actually
dvorak's letter J.  So, on my machine where US is the default and I need
to kill a command in the terminal (normally <Ctrl>+c), I actually have
to type <Ctrl>+j. The same thing occurs when dvorak is the default
layout and I'm using the US layout.
