Qt4 is EOL, and its WebKit component has been removed because its security issues cannot be fixed any more. QGIS upstream doesn't support Qt5 builds completely yet, as they were slow to move away from the EOL Qt4. Hopefully next months 2.14 release will build successfully with Qt5 so we still include qgis in stretch. If not, qgis will be reintroduced via stretch-backports when we can build it successfully with Qt5.
