You CAN NOT manually download either jdk-6u10-docs.zip or jdk-6u10-docs-ja.zip at http://java.sun.com/savase/downloads/ The reason you can't is because when you go to that URL there is no place to download those specific files, which must be obtained in order to solve the problem.
