Derek White proposed the following answer:
Ubuntu usually does not update versions of such programs during a
release (they will update it next for Karmic, for example); however,
security updates are introduced as patches to the existing version in
the repositories. They usually lag by at least a week (due to testing in
the -proposed repositories).
