Tom proposed the following answer: It seems like maybe just a persistent image might do the trick https://help.ubuntu.com/community/LiveCDCustomizationFromScratch Of course a full install might do this a lot better, and be a lot more robust for longer term use https://help.ubuntu.com/community/WindowsDualBoot It might also be worth considering installing to a usb stick so that you can keep the "LiveCd" functionality and the persistent image and also your /home folder all on the same device. Again that's likely to be more robust than just a LiveCd, especially having the /home on a separate partition.
