OK, try running
$ sudo dpkg --remove kompozer-dev
$ sudo apt-get -f install
If that does not work, I'd try this sequence of commands
$ sudo dpkg -i --force-overwrite
/var/cache/apt/archives/libnspr4-dev_4.7.3-0ubuntu2_i386.deb
$ apt-get -f install
$ apt-get remove kompozer-dev
$ apt-get install --reinstall libnspr4
--
