I created a very meta-package with the same goal after discussing it on the debian-devel mailing list [1,2]. Compared to your package, packaging-dev lists some items in Recommends instead of Depends. fakeroot is only a indirect dependency in packaging-dev. packaging-dev contains a few more items.
Can you check packaging-dev [3] and tell me if there is something missing? I will upload it soon to Debian and then it will be synced to Ubuntu oneiric.
