For example there are lots (23 MB) of localized tutorial files in more than 10 different languages at /usr/share/inkscape/tutorials/ , also few megabytes of translated "about" dialog is at /usr/share/inkscape/screens/ Other packages from Ubuntu main, like Firefox, doesn't include translations in main package - translations of Firefox3 are in language-packs.
