As per comment #18, this was a bug in Cairo that has long since been fixed. The inkscape task was open only to track until the fix was released. Since it now is, going ahead and closing this as resolved.

I've tried both the repository versions (0.48) and hand compiling the latest release (0.48.1) This conversion works fine on Windows. To reproduce: 1. open test.svg in inkscape 2. File -> Save as: choose eps in the file format 3. Open saved file and notice that there is no text in the eps file.
