Doing a full, totally new install partitioned manually. Everything during the start was totally normal. (previous system was 24.10 so I am familiar with doing this type of install) Twice, during two install attempts, at the 84% point, I was presented with a full screen apparently for a login of "live user". The first time I entered my password but nothing happened when hitting ENTER. The second time I let the system run for another 20 minutes (with the full screen present) hoping the install was finishing. When the system restarted, it booted 24.10. I ran update-grub which found Plucky and when I tried to boot that, it ran into trouble and ended up in "maintenance mode". All partitions other than /home were new and freshly formatted. Gave up on the install.
