Incidentally, when `debconf-kde-helper` is launched, it outputs a couple of `export` statements, including one for `$DEBCONF_PIPE` and then stays running. Presumably, it is waiting for an external process to connect to send it things to work with. I observed that it outputs these items and stays open regardless of whether the "//.config/..." error is displayed. I suspect, therefore, that the "//.config/..." error is in fact a _warning_ and not a fatal error. Its inability to check per-user configuration on startup is probably not preventing it from doing its debconf-related activities.
