Copyright law, actually. Distribution of copyrighted materials in violation of the license terms is copyright infringement. The recipient has an easy time proving the infringement took place, but can't show standing to sue for damages. (How were they harmed? Ok, I gave you half the cure to cancer and didn't give you the other half: how were you _harmed_?) Whereas the copyright holder goes "your distribution without a valid license infringed my copyright", statutory damages are around $150,000 per incident, instant standing. So normally, one or more of the copyright holders _have_ to be party to the suit. It's their copyright being infringed. However, the SFLC already has little pieces of paper on file signed by me and Eric Andersen authorizing them to represent us in actions enforcing our copyrights on our contributions to BusyBox and uClibc. (And you can't distribute any version of either of those without violating at least Eric's copyrights.) So anyone who can prove a violation (I.E. recipients) can go directly to them and they can sue to enforce the license on Eric's and my behalf.
