You need a cross-compiler to generate sysnum.h anyway. This is nothing new, really. ok, install_dev (to build a stage1 cross-compiler) just needs headers (and no locale stuff, at least in my setup). If you have a working cross-compiler you can pregen, so your patch is ok.
