Hi,
to achieve what you want, you need to set RUNTIME_PREFIX=<target root 
dir> (/target in your case) and set in .config the following

SHARED_LIB_LOADER_PREFIX="/lib"
RUNTIME_PREFIX="/"
DEVEL_PREFIX="/usr"

If you have other doubts, please post your .config.
