For traceability; to make it easy to tell what changed between two releases (and I count all alpha, beta, RC, what have you, as a release in this case). The alternative would be to download and unpack the two tar archives and then diff them, which kind of defeats the purpose of having a versioning control system. That said, I'm with Rob on that tagging and branching in SVN isn't really something that's manageable.
