Short answer
No it is not a Real Time OS ... close but no cigar
If you want real time performance take a look at this package
http://www.xenomai.org/index.php/Main_Page
which is ported to a few uClinux architectures
"standard hardware" hmmm apart from the reference designs this is
difficult to define.
