Switch can operate in 3 modes: 1) Fully managed by CPU. In this case you should set bit "Start switch" via SPI bus to start switching; 2) Configured by EEPROM. In this case switch will start only if first two bytes in EEPROM contain valid signature; 3) Fully unmanaged. In this case switch will start automatically after reset with configuration set by strap-in pins.
