I would argue that Refractions is one of the major forces is open source spatial software/solutions. :-) We have a great time and we do great work - shameless plug.

However you will find that CIP (an UN organization has a uDig based project underway). You you read Paul Ramsey's blog you will see that OSGEO foundation is being considered. We have worked with the industry standards body - the OGC.
- how serious a challenger is it to ArcView (for 80% of GIS users with basic needs)?
Strangely enough that our are target (with better usability of course). You will find uDig 1.1 a much more capable product then previous releases. And you can measure our pace of progress by comparisons with uDig 1.0.6.
- are there any large organisation with plans to adopt uDig as a standard?
I am currently working in South Africa where a utility is planning to adopt uDig. But not as standard. One of the advantages that uDig offers is to make a targeted GIS application that does *just* what is needed. In addition to adding project specific content you can also remove options that do not make sense in your particular venue.
