Can you visit either of those sites with your web browser?  I've just tried both URLs and they are working fine.  If you can visit them with your web client check if you are going through a Proxy.  If so check out the svn instructions on how to set up the svn client to use a proxy.

Sometime the network gets confused you can do 1 of 2 things.

If you are in windows you can add
64.40.100.236 svn.geotools.org 
to your hosts file in c:\windows\system32\drivers directory.

or you can run 
in your check out directory.
gtsvn.refractions.net is an alias for svn.geotools.net

You don't need a username/password to get the code, only to commit to it. Simply issue the command
svn co http://svn.geotools.org/udig/trunk/

to get the current development source.
