Yes, there are applicability bits you can check for your tool. The
scenario when a user selects a large data set as selectable (but not
visible is fairly common).
We were thinking of simplifying things so the "applicability" was based
on the same categories as the tools, hopefully making it more obvious to
the user what is going on.
The idea was to show a backdrop behind the layers that are "applicable"
to the current tool. For more information about the intention (beyond
what I have said here) please review the design documents.
