This was actually how I had been imagining this as well, though I had forgot that uDig already has a bit of an 'operation' framework. It's interesting that GeoTools still does not have an 'operation' api, though with this we'll have one in GeoServer and in uDig. I suppose that's the best way to go though, extract the API out of what's already useful - all operations api attempts fell in the past since they spiraled out of control with the possibilities.
