This is a good point I usually use the bookmark as well... Another
option to consider is since uDig has browser support build in (in
most cases, I know some linux have problems) we can provide an menu
item in udig that could open the built-in browser and set it to the
Jira page.
Some combination of the two might be nice. What do you think?

That seems like the best place for the link. Actually, the link should
probably go to a tiny page of explanation first with a huge button
"file
a bug" and text below explaining what's going on. I could write the
page
but can't create the link.
