IMap javadoc errors

The IMap javadoc comments have at least two errors:
1) getEditManager() talks about returning the RenderManger.
2) getMapLayers talks about zorder saying 0 is on top. When we use
Operations->Information->Layer Summary
it appears that 0 is the bottom most *not* the topmost layer.
