To fix this case:
1. Create feature (wfs assigns a fid)
2. Modify feature using FID filter
3. commit.
this wil fail because when step 1 takes place a new fid is assigned to feature
and the second action's filter will not select any features. In order to
handle this we must collapse both into a single update.
