The .fix is an index so that features can be looked up by FID in
linear time and the .qix is the same spatial index that mapserver
uses. the Shapefile datastore can also be configured to generate
a .grx which is a R-Tree index instead of a quad tree index. It is
better balanced but much slower to index.
