Layer properties not displayed correctly

When a user views the properties of a layer (with a projection) the
projection/CRS should be selected in the projection/CRS list and possibly be
displayed in the CRS text box at the top of the properties window. This is not
the case, which is confusing to user who may assume that the layer does not
have a defined projection.
