regarding Web Processing Service, a very simple implementation of a buffer taking GML as input and outputting GML can be found within the deegree project. It should not be too bad to implement other processing algorithms using deegree taking the buffer-algorithm as a blueprint...

For the WebService side you will want to look at the GeoServer project which provide a server side J2EE framework (ie module system) that will let you both respond to requests and access some geospatial resources. And uDig you well know is a good venue for producing clients of any of these geospatial web services - including yours.
