Just to clarify z-ordering of layers..
What is a rule of z-ordering of layers now?
Is it so that we have LayersList2 where layers are placed and their indices
in this list are z-order property of the layer?
LayersView displays layers from top to bottom, layer with index==0 in
LayersList2 is at the top of LayersView ?
Seems the rule has changed some times ago and now some issues should be
fixed like arrow buttons in LayersView. Also adding new layers should be
performed not to the end of LayersList2 but to the head of list to appear on
the top of map when resources are dropped into the opened map editor, etc.
