JRE staff doesn't have read/execute permission for other users

After uDig 1.1 RC3, JRE staff doesn't have read/execute permission for other
users.
So I cannot start a uDig, because I extracted uDig into /opt.
It may be running if extracted into my home directory.
Until RC2, it has no problem.
Is it a issue? or did uDig team change specification of linux installer?
